Audio levels magically changing after upgrades (from Debian 8 -> 9 -> 10)

I have solved a number of these issues by issuing a set of commands, but for some reason people can't seem to find the commands. The problem is there is a new process that runs all the time called alsactl as a system service. All it is doing is creating a disservice.

Here are the commands to make sure it will not come back (as root):

killall  alsactl
systemctl  mask  alsa-restore
systemctl  mask  alsa-store
systemctl  mask  alsa-state
reboot
